Cannot clear inbox

If I click X Clear Inbox the inbox will clear, but only temporarily. If I navigate away from the inbox then back to it, everything is back in the inbox.

This also happens when I try to dismiss individual inbox items by clicking the X on an item. It clears it temporarily, but upon navigation and return, there it is again.
