Visible Highlight, Highlight + Note, and Note Icon in every page

I work on certain web app which does not allow highlighter tool tips on selecting text. I would like a setting to allow/disable a toolbar (toggle) at left or upper right hand on the page to allow selecting Highlight, Highlight + Note, and Note. On clicking the Highlight icon, I can directly select pen, colour, and highlight as I select text. On clicking the Highlight+Note icon, I can directly select pen, colour, and highlight as I select text and after highlighted, a note pop-up opens, and I can add my note and even add to space. On clicking the Note icon, I can directly add notes near a text, and it will be visible like a note icon. All highlights and notes would be automatically added to the sidebar.
