[Web PDF Reader] Selection tooltip at the bottom of PDF

Description

Performing a selection on the Memex Web PDF reader opens the tooltip but at the bottom of the PDF making it very difficult to find.

System

Arch linux

i3 as window manager (maybe not important)

chrome latest

extensions: memex (latest), vimium, new tab redirect, bitwarden ... maybe not important

Steps to reproduce

1. Open this pdf file on your browser: https://www.w3.org/WAI/ER/tests/xhtml/testfiles/resources/pdf/dummy.pdf

2. Open the PDF reader app from Memex

3. Select any text

4. The tooltip wil appear at the bottom of the file instead of showing inline.
